I. Title of Program or Issue:

Used News for Animal Bedding

A. Situational Statement:

The severity of solid waste issues is well documented in the United States. The passage of Ohio Amended Substitute House Bill 592 in 1988 radically altered waste management practice in the state, and has put forth new challenges and opportunities for local governments. Through the creation of Solid Waste Management Policy Boards, solid waste planning and implementation has become a necessary and highly visible activity at the local level. Concurrently, there is a great necessity for the creation of markets for waste products. One of the most significant of these is newsprint.

B. Description/Educational Objectives:

Through the development of a used news for animal bedding program, two goals can be served: 1) to create a market for a large component of the municipal waste stream; and 2) to improve the effectiveness of barn management.

The bedding program is implemented starting on a small scale by the county Extension Agent working closely with a recycling center and individual farm operators. The agent works with each operator to identify the most appropriate implementation process for paper as a bedding and with the center for the most appropriate means of processing and securing delivery of the product and ensuring the provision of the material as necessary.

C. Suggested Time Required for Program; Time of Year:

This program takes a long period to implement; from six months to one year of work initially.

D. Audience and Level of Offering:

This is a client-based program at the county or multi-county level.

E. Teaching Methods, Resources, Costs:

Teaching methods can include group meetings as well as individual sessions. Community educational programs are also an important component. Video and fact sheets are available for use in the county. Displays and fair efforts are also used.
