I. Title of Program or Issue:
Economic and Fiscal Impact Analysis
A. Situational Statement:
Local leaders and economic development groups are often asked to provide
information on the employment, income, tax revenue, and public expenditure
effects of particular projects. Evaluating community impacts of particular
projects is complex because the many sectors of the local economy are linked
to each other. Economic impact analysis measures these linkages and
provides project impact estimates. Fiscal impact analysis focuses
on the effects on local government revenues and expenditures that are far
more detailed than is possible in a "back-of-the-envelope" analysis.
Such estimates can assist in setting priorities for public investment and
in obtaining support for projects.
B. Description/Educational Objectives:
This project assists communities in determining the likely employment
and income impacts of major changes in the community. Examples of
changes that can be analyzed include the following: expansion or closing
of a manufacturing firm; environmental controls such as effluent restrictions;
highway development; and other changes. In addition, industrial targeting
focusing on supplier and purchases linkages to local firms can be provided.

Audience: Officials in towns, cities, and counties; local economic
development groups; private sector firms associated with major projects
or changes.

Resources: none
Cost: The first four projects will be undertaken annually at
no charge to the communities involved. Other requests will be considered
for a fee on a case-by-case basis.
