Resources: Extension Program Resources-Community Development 1996 I. Title of Program or Issue: Financing and Operating Local Government Relates to following Strategic Plan Product: 1. Community Development Process: Resolving Community IssuesA. Situational Statement: American democracy is based on the principle of participation by citizens in the govern ing process. To effectively participate in local government residents need to understand the structure and financing associated with government operations. An informed citizenry can lead to a more responsive government. B. Description/Educational Objectives: This program is intended to assist residents gain an understanding of how local govern ment is structured and who receives their tax dollar. It explores county government, municipal government, and special taxing districts such as schools. Participants will review the responsibilities granted each local government and explore the taxing structure of local government. At the end of the session participants should better understand the roles and financing of the various local governments. C. Suggested Time for Program: Three hours Suggested time of year: Anytime D. Audience and Level of Offering: The program is designed to be a small group presentation (10-25 persons). Various levels of understanding within the group are encouraged since each persons experience can be shared to strengthen the learning process. E. Teaching Methods, Resources, Costs: A course bulletin is used from which group discussion is generated by use of lecture, overheads and group exercises. Costs include $1.35 (approximate) per participant for course bulletin plus instructor's travel cost. F.
