Support for Externally Funded Projects

With respect to externally- funded projects, all support services, such as those of the Section of Communications and Technology, the following procedures must be followed to ensure that proper scheduling and cost recovery occur:
- The faculty members submitting the grant proposal should consult with the administrator or provider of the service at the time the proposal is written and prior to submittal to clarify services being requested. This will permit tentative scheduling of support staff as well as determination for special equipment, supplies, personnel, or other similar needs to complete the services requested and whether such costs should be included in the budget proposal.
- Support service administrators will determine whether the services can be provided as part of general services or whether the cost of staff time should be included in the budget proposal.
- If staff time is charged to the sponsor, the support unit will recoup the release time dollars for its operating budget to purchase needed equipment and other items.
- For ES-USDA sponsored projects, staff time may be counted as a "match" or "in-kind" contribution to the project if approved by the support service administrator.
- The needs related to ongoing programs of faculty/staff funded with appropriated dollars will have priority in scheduling over externally funded grants unless adequate additional resources provided by the grant permit the additional workload without delaying appropriated fund projects.
- Any requests for support services for grants that have not been approved as outlined herein will be considered only if staff time is available to provide such services without disruption to regularly scheduled projects. Support service administrators will determine whether such services can be provided at no cost to the sponsor.
