Family and children first cabinet council; county or regional councils;
county
service
coordination mechanism and comprehensive joint service plan.
Ohio Family and Children First statute, ORC 121.37, has undergone
several modifications as a result of House Bills 66, 289 and Ohio’s Budget
Correction Bill.
The Governor has signed these bills and final changes became effective August
17, 2006.
Below is a summary of statutory changes which were made to advance
community planning and service coordination for children and their families.

Creation of an Ohio Family and Children First Cabinet
Council Advisory Board

New duties for the Ohio Family and
Children First Cabinet Council and county
Family and Children
First Councils established
o
Juvenile judge appointed as a
judicial advisor to the county council rather than a member of a county Family and Children First Council
o
Administrative agent of a county
council required to send notice of council members’ absences at county
council meetings to the entity that the absent member represents
OFCF staff have created both full and

In the biennial budget for State Fiscal
Years 2006 and 2007, Amended Substitute House Bill 66 (Am. Sub.
HB 66) was enacted by the Ohio Legislature and signed by Governor Taft on
June 30, 2005. The legislation requires that the agencies, organizations and
families in Ohio’s
counties work together to design an improved procedure for responding to the
strengths and concerns of multiple need children and their families.
H.B. 289, An Act (effective 90 days after Governor’s signature)
H.B. 289 amends section 121.37 and enacts section 121.374 of the Revised Code
regarding the duties of the Ohio Family and Children First Cabinet Council
and county family and children first councils.
