of Faculty Council, contacted Melissa Krygier , FAES Assistant
Vice President in April 2003 to provide clarification on FAES
college policies regarding a number of faculty appointment
issues.
In reviewing these answers, keep in mind that
the FAES Administrative Cabinet is currently working with
Department Chairs and School Directors in the college to assess
and establish college guidelines that adhere to University
policy but respond to needs and issues within FAES.
Q
- What are the College rules for hiring 9 and 12 month Faculty?
A
- This
is usually negotiated between the department chair and members
of the Cabinet when a faculty position is authorized; however,
OSU Extension requires that any faculty position that they
fund at 50% or greater must be a 12-month appointment. OARDC
has had this same policy but I believe the Director is open
to discussion on this in special cases where adequate justification
could be made.
Q – What are the College
rules for switching from 12 month to 9 month appointments
and visa versa? How do appointments in Extension and OARDC
affect this?
A
- All faculty fall
under rules set by the OSU Office of Academic Affairs; their
policy is very brief but clear and can be found at the following

Q - What are the rules for
supplemental compensation for faculty with 9 or 12 month appointments?
A
- Again,
the rules on this are the same as those for the rest of the
University. You can also review the policy that involves off-duty
quarter appointments for faculty with 9-mth appointments.

Q - If release time is charged
to a project, where does the salary and fringe benefit amounts
go?
A
- For
faculty with General funds or Extension appointments, 80%
of the total amount released (salary plus benefits) goes to
the department and 20% goes back to the College unit (OSUE
or Academic Programs) that funds the benefits . The 20% essentially
releases the benefits portion that these units paid for and
which are not allocated to departments.
OARDC handles this very similarly although there
tend to be very few OARDC release time appointments.
Q
- When are overload charges allowed and who can use this type
of supplemental compensation?
A
- Overload
is just another word for supplemental compensation and you

Here
again, this is for additional work beyond a normal load and
is not intended for recurring activities.
