We had a problem with woodpeckers trying to drill holes in our house once.
A bird expert suggested taping or tacking strips of mylar ribbon (the
shiny plastic ribbon) where the woodpeckers were making their holes. The
ribbons, moving in the breeze, "scared" the woodpeckers. It might work
with the seagulls - tape one end of two-foot long pieces of mylar ribbon
on the areas where the gulls are attacking the greenhouses. When the
ribbons move in the wind, it might be a nuisance to the gulls and they'll
leave the greenhouse alone. No guarantees that this will work.
