spit bugs

hello,
  I have alot of rosemary ready for sale,its outdoors and there is an
infestation of spit bugs(i think thats what they are called,spit like
stuff on the braches with bugs in the center of the spit stuff,boy am I
technical) I need to eradicate them ,are they harmful,will safer soap do
the job,I need to go organic.
